The Division of Fire and Life Safety has the statutory authority per §5-25-170 [http://www.scstatehouse.gov/code/t05c025.htm] and §23-9-130 [http://www.scstatehouse.gov/code/t23c009.htm] of the S.C. Code of Laws to collect, analyze and disseminate fire data provided by local fire departments in accordance with R. 71-8300.4(B) [http://www.llr.state.sc.us/FMARSHAL/SubArticlePdfs/2009/SCRR%20Subarticle%201.pdf] of the South Carolina State Fire Marshal's Rules and Regulations, and in 1983, adopted the National Fire Incident Reporting System to help accomplish this mandate. Throughout the United States, 49 states and 35 metropolitan areas participate in this collection mechanism.

The South Carolina Fire Incident Reporting System (SCFIRS) is an integral part of our efforts to collect and analyze information concerning local emergency responses by fire departments. The resulting incident and casualty information is used to help accomplish an important goal to determine the character and magnitude of the fire problem in sufficient detail to: 1) guide fire protection decisions at all levels of government private industry; 2) to help suggest solutions to identified problems, and 3) to monitor and evaluate prevention programs targeted at specific problem areas.

The goal is to establish a comprehensive fire data information resource to serve code developers and enforcers, fire and building officials, researchers, fire safety educators, public and private sectors, the business community and the general public, seeking 100% of the fire department participation.
