The South Carolina Department of Labor, Licensing and Regulation (LLR) can accept and investigate a complaint against a private employer where the allegation is the employer has illegal aliens on the company’s payroll. State law requires that complaints be signed and in writing. Download the complaint form.

Persons providing immigration assistance services must be registered with the South Carolina Department of Labor, Licensing and Regulation effective June 4, 2008. To file a complaint against persons providing immigration assistance services, click here: File a complaint.

The Department of Labor, Licensing and Regulation is not authorized to investigate complaints alleging:

  • illegal aliens unlawfully present in the United States;
  • illegal aliens enrolled in public schools;
  • illegal aliens benefiting from social services;
  • violation of human trafficking laws;
  • person(s) furthering illegal entry of illegal aliens or aiding illegal aliens in avoidance of detection;
  • financial identity fraud by false documents
