South Carolina Board of Long Term Health Care

Qualifications For Licensure

The South Carolina Board of Long Term Health Care Administrators licenses nursing home administrators and community residential care facility administrators.

Nursing Home Administrator

Applicants must satisfy the following criteria to be approved for licensure in South Carolina:

1. Be at least 21 years old

2. Be of reputable and responsible character

3. Be of sound physical and mental health

4. Have the following education and experience:

(a) a bachelor's degree in nursing home administration or related health care administration from an accredited college or university and one year of practical experience in nursing home administration or related health care administration; or

(b) A bachelor's degree other than health care administration from an accredited college or university and two years of practical experience in nursing home administration or related health care administration; or

(c) A combination of education and experience as established by the board.

5. Successfully completed the nursing home administrator examination and paid the established fees.

Masters Degree 1 year of practical experience in nursing home administration or related health care administration

BS/BA-health related degree 1 year of practical experience in nursing home hours administration or related health care administration

BS/BA-non-health related-   2 years of practical experience in nursing home hours administration or related health care administration

Definitions

Practical Experience in Nursing Home Administration: full time employment (minimum of 36 hours per week) under the on-site supervision of a licensed Nursing Home Administrator in a state-licensed nursing home. The NHA applicant must demonstrate through the application that he/she has been responsible and accountable by providing supervision in at least two of the three following areas for a minimum of six months each:

1. Business and fiscal management.

2. A direct patient-care service, such as nursing, physical, occupational or speech therapy, chaplaincy, social work, activities;

3. A supporting service, such as dietary, maintenance, engineering, laundry, environmental services, or pharmacy.

Related Health Care Administration: the administration of a facility that provides direct nursing care on a 24-hour basis to persons who require health services because of illness, age, or chronic disability. Administration of a Retirement/Residential Care Facility is not accepted as related health care administration.

Community Residential Care Facility Administrator

Applicants must satisfy the following criteria to be approved for licensure for in South Carolina:

1. Be at least 21 years of age

2. Be of reputable or responsible character

3. Be of sound physical and mental health

4. Have the following education and experience:

(a) An associate degree with at least one year of onsite work experience with supervisory and direct resident care responsibilities under the supervision of a licensed community residential care facility administrator; however, a person who has a health related associate degree or higher is required to have only six months of onsite work experience with supervisory and direct resident care responsibilities under the supervision of a licensed community residential care facility administrator; or

(b) A health related bachelor's degree with at least two years of work experience in a health related field other than in a community residential care facility and at least three months of community residential care facility work experience; or

(c) A non-health related bachelor's degree with at least three years of work experience in a health related field other than in a community residential care facility and at least three months of community residential care facility work experience; or

(d) A combination of education and experience as established by the Board.

5. Successfully completed the community residential care facility administrator examination and paid the established fees.

Definition

Work experience in a health related field other than in a community residential care facility: a satisfactory demonstration through the application for licensure that the applicant has sufficient knowledge of and experience with business and fiscal management responsibilities and coordinating patient care and direct patient contact in a health care setting.

Reciprocity

The Board may issue a nursing home administrator license or community residential care facility administrator license to any person who holds a current license as a nursing home administrator or community residential care facility administrator from another jurisdiction if it finds that the standards for licensure in the other jurisdiction are at least the substantial equivalent of those in this state and if the applicant has passed both portions (national and state) of the licensure examination and is otherwise qualified.

Criminal Background Check

Each applicant for a nursing home administrator license and a community residential care facility administrator license must undergo a fingerprint review conducted by the State Law Enforcement Division and the Federal Bureau of Investigation. The board may deny an application for licensure if an applicant has committed crimes which meet the misconduct provisions of S.C. Code Ann. § 40-35-130, § 40-1-130 and S.C. Regulation 93-230(A)(11).
